Most of citizenship education in my K-12 schooling was about the government and how the democratic process works. It definitely encouraged one to be the personally responsible citizen and not necessarily to be the participatory citizen. Definitely very few mentions were made of being a justice-oriented citizen.
The curriculum focused on how the government functions and the rights and responsibilities of citizens. Government structure, election process and timing, taxes, healthcare and military were the focus. This type of learning made it impossible to realize there are marginalized groups who do not get representation, and it definitely made it impossible to learn how to do anything about.
